Sébastien GACHOT is an economist with over ten years of experience in the design, management, monitoring and evaluation of large development projects in various sectors such as agriculture, disaster risk management, natural resource management, private sector development, social protection, and water and sanitation. Sébastien’s skills, qualifications and experiences include:
- The conduct of mid-term and final evaluations of development projects;
- The design and implementation of experimental and quasi-experimental impact evaluations;
- The design and implementation of several household surveys and in various sectors such as agriculture, fisheries, sexual and reproductive health, and rural transport;
- Design and implementation of trainings and capacity-building on M&E (including impact evaluation techniques) for technical and managerial staff from government entities, execution agencies and NGOs.
Jery RAMBAO is an agroeconomist with over fifteen years of experience in rural development, and M&E. Jery’s skills, qualifications and experiences include:
- The design and implementation of quantitative impact assessments of rural development projects, including:
- The development of electronic survey instruments using ODK, SurveyCTO, Survey Solutions and KOBOTOOLBOX;
- Data analysis using Stata.
- The design and implementation of qualitative impact evaluations of rural development projects, using techniques such as:
- Agro-ecological zoning and characterization of cropping systems;
- Typology of agricultural holdings.
- Experience in smart subsidy projects, and in-depth knowledge of agroforestry systems as well as vegetable and subsistence crops.
Jérôme PENNEC is a lawyer, graduated with a PhD in public law, with fifteen years of experience in governance and international cooperation. He has worked, in the areas of local governance, land reforms, state modernization processes and land use planning. Jérôme’s skills, qualifications and experiences include:
- Legislative and regulatory reviews in connection with public policies;
- Institutional diagnostics of organizations involved in public governance processes;
- Engineering advice on development programs in the area of governance;
- Technical support to public actors involved in local governance, regional planning and territorial development.
EVAL-DEV also possesses a large network of independent experts, in different fields such as local governance, land tenure, education and health, who can be mobilized quickly.
